西方古典油画《国王的死刑》
油画中所描绘的是英国“光荣革命”期间，英国国王查理一世正在和他的大管家仓皇出逃。查理一世说：“这太荒唐了！他们这叫‘造反’！他们是在叛乱！”大管家慌慌张张地说：“不，陛……陛下，全国上下都管它叫‘革…..革命’”。查理一世听后急红了眼：“你……你放肆！”，大管家吓破了胆：“对….对，这是叛……叛乱！”……（注：1649年1月6日，英国下议院（经过清洗后的那个著名的“残余国会”）通过法案，决定设立审理查理一世的高等法院。到1月20日，正式开庭审判，到1月25日，法庭正式宣判查理一世为“暴君、叛国者、杀人犯和本国善良人民之公敌，应该处以身首异处的死刑。”30日下午两点整，查理一世走上了断头台。这可能是人类历史上第一次对于一个在任国王进行的审判，查理一世也是迄今为止惟一的一位被执行死刑的英国国王。）

国王与宰相

从前，
在中国古代的西域诸城邦里，
有位威严而英明的国王统治着一个井然有序的城邦。
国王的威严令人敬畏，
他的智慧令他受人爱戴。
辅佐国王的宰相更是兢兢业业、克己奉公。
所以城邦里的臣民们都认为这是一个理想的国度……

那时，
在城邦的中心位置有一口水井，
井水清冽透彻，甘甜可口。
城邦里的所有居民都从这口水井中汲水饮用，
就连深居王宫里的国王和宰相也不能例外。
因为西域诸国深居内陆干旱沙漠地区，
故而除了这口水井可以汲取水源外，
城邦里的其他水井几乎都干涸了……

在一个寂静的夜晚里，
全城邦的人都熟睡了。
魔鬼撒旦派来了一个女巫来到了这座城邦，
向井里投放了几滴撒旦的唾液，
并念着咒语说道：“从这一刻起，
这座城邦里凡是喝了井水的人都将变成疯子或傻子。”

第二天早上，
除了深居王宫的国王和他的宰相以外，
城内所有的居民都喝了这井水，
因而都变成了疯子或傻子。
那天城邦里的大街小巷，甚至在集市上，
人们都停止了劳动与工作，聚集在街头互相耳语：“
国王他疯了！我们的国王和他的宰相都丧失了理智！
我们当然不能让一个疯子和一个傻子统治这个国家！
我们必须废黜国王，还要罢免宰相！
只有这样才能拯救我们的国家……”
城邦里的臣民们将王宫团团围住，吼着要造反……

那天傍晚，
国王命人偷偷地翻出宫墙去取井水，
并交给他一只金杯，表示这项任务的意义重大。
水终于被取回来了，
国王喜出望外地大喝了一口，
然后递给他的宰相喝。
仿佛只有喝下了这井里的水，
他们的地位和俸禄才会得以保全……

那天夜里，
那遥远的西域城邦里一片欢呼雀跃－
臣民们又觉得自己生活在一个理想的国度了。
因为他们的国王和宰相又恢复了“理智”……

Formerly,
There were some city﹣states
In the Western Regions of ancient times in China .
Once there ruled orderly a city﹣state
A king who was both mighty and wise .
And he was feared for his might and loved for his wisdom.
The prime minister, who often assisted the king in governing a country,
Certainly, he was always cautious and conscientious,
But also wholeheartedly devoted to public duty .
So all the subjects of a feudal ruler considered that
The city﹣state is an ideal state…

Now, in the heart of that city﹣state was a well,
Whose water was cool and crystalline,
From which all the inhabitants drank,
Even the king and his prime minister,
Who often lived in imposing dwellings and spacious courtyards.
For the city﹣states in the Western Regions of ancient times in China
Are in depths of inland of dry area in desert,
Therefore, the other wells had been nearly run dry in the city﹣state,
Except that well could draw water…

One silent night when all were asleep,
A witch, who is sent by demon, namely Satan,
And entered the city﹣state and poured
Some drops of saliva of Satan into the well, and said,
＂From this hour he who drinks this water shall become mad and fool.＂

Next morning all the inhabitants of city﹣state,
Save the king and his prime minister,
Drank from the well and became mad or fool,
Even as the witch had foretold .
And during that day the people in the narrow streets
And in the market places did naught but whisper to one another everywhere,＂
The king is mad, our king and his prime minister have lost their reason.
Surely we cannot be ruled by a mad king and a fool prime minister.
We must dethrone the king, and let the prime minister remove from office,
Only that can we save our country…”
The people of the city﹣state surrounded the palace of their king
Shouting in rebellion against him.

That toward evening the king ordered the guard climb over
The wall of palace to fetch the water,
And gave him a golden goblet to be filled from the well,
Which means this assignment has great significance .
And when the water was brought to him,
The king drank deeply and pleasantly surprised,
And gave it to his prime minister to drink .
As if only drunk the water would their position
And government salary can be preserved.

At that night,
There was great rejoicing in that city﹣state in the Western Regions,
And the subjects of a feudal ruler felt again
That they were lived in an ideal state .
Because its king and its prime minister had regained their “reason”…

一段现代社会“国王”与“宰相”的故事－－俄罗斯总统梅德韦杰夫和总理普京的政治幽默：2011年伊始，俄罗斯总统梅德韦杰夫和总理普京第二次以卡通形象通过电视向俄罗斯观众拜年。俄第一频道播放了“梅德韦杰夫”和“普京”给民众的“搞笑”拜年短片，普京摇铃鼓梅德韦杰夫拉手风琴，他们边跳舞边向观众送去“幽默”祝福……这标志着政治讽刺题材剧集在俄罗斯电视台的回归。同时也说明了俄罗斯正在探索如何用年轻人更能接受的幽默方式传达政治。政治幽默的悄然回归也说明了民主政治的进一步发展，以及政府由管理型向服务型转变的世界政治潮流。这对我国的民主政治建设有什么启示吗？

他们既是工作上的朋友，同时也是下一届总统大选的竞争对手……

总统为总理当司机－－官职大小并不重要，重要的是国家利益。

好似情侣－－世界大国俄罗斯的首脑正在向世界展示一个团结的俄罗斯。

其实，政治上搞笑一些，高雅一些，再富于争议和冲突一些，老百姓反倒像关心“春晚”一样关心政治的参政议政，什么样的话和心事以及笑声才会像看戏的观众放出阵阵喝彩，这样便是管理型向服务型的政府职能转变了，只有政治搞笑些，放轻松些，民众脸上的微笑才会多一些，幸福感和安全感才会多一些......

领导人的情怀和志趣或许可以引导民众生活价值观的取向

这张照片我很喜欢，意味深长而深刻。据《世界周刊》报道，在2012年俄罗斯大选上，普京还会与梅德韦杰夫进行一场总统宝座的角逐，分析家预言，普京很可能上演一场世界政坛的“王者归来”……当然，我一直是支持普京的……
